What is "cad2018"? If you're asking about Autodesk Inventor, then @rkmcswain gave you a good basic answer, but it depends what you're using it for.

But what application is your brother using to design highways? Civil3D, Inventor or something else? Each application and yearly versions has its own system requirements.

I can give you an example of what we run as a typical box for Civil 3D.
i7-7700k @ 4.2GHz
32GB RAM
Intel P3600 series SSD (a bit of overkill, you can get away with something like a Samsung MZVLW512)
NVIDIA P1000 graphics card.
