What is "cad2018"?  If you're asking about Autodesk Inventor, then @rkmcswain gave you a good basic answer, but it depends what you're using it for. 

 

If you're asking about something else, you're in the wrong forum.

My brother asked me to buy him a laptop under 80,000 INR which could run
it(he designs highways by the way)
So can it give him a decent work environment. Thanks man

But what application is your brother using to design highways?  Civil3D, Inventor or something else?  Each application and yearly versions has its own system requirements.

I can give you an example of what we run as a typical box for Civil 3D.


i7-7700k @ 4.2GHz
32GB RAM
Intel P3600 series SSD (a bit of overkill, you can get away with something like a Samsung MZVLW512)
NVIDIA P1000 graphics card.
