well I have deinstalled all service packs and install the 2019.3 back again.

Did you thoroughly look through the link I posted?  Seemed like there was some pertinent info in there for you.

Yes installed 2019.2 back again but no luck

I think it will be a reinstall.

@nstevelmans, do you have any customized add-in loaded? If yes, could you try unload that add-in and share view again?
If no, could you send me the "Inventor.exe.config" file under Inventor installation path? By default it is in folder "C:\Program Files\Autodesk\Inventor 2019\Bin". This is to check the file version to see whether it is correctly updated.
