Fusion 2704.1.23 - Server Verification Warning, HTTP 403 after successful sign-in, unable to access cloud services

I have a problem with Autodesk Fusion 2704.1.23 on Windows 11 25H2 (Build 26200.8655).
Fusion starts normally and I can successfully sign in to my Autodesk account. The license is activated successfully.
Immediately after signing in, Fusion displays:
Server Verification Warning - Unable to validate a security certificate
If I click Trust Anyway, Fusion then shows:
Sorry, Fusion was unable to save sufficient data for offline mode and needs to go online.
Fusion cannot continue and cloud services are unavailable.
What I have already tried
- Complete reinstall of Fusion.
- Reinstall Autodesk Identity Manager.
- Reset Login State using Autodesk Licensing and Sign-in Helper.
- Created a new Fusion Team Hub.
- Tested with two different Autodesk accounts.
- Tested with two different Internet connections (home Wi-Fi and mobile hotspot).
- Updated Windows to the latest version.
- Verified and regenerated Windows root certificates.
- Microsoft Defender is the only antivirus installed.
- Autodesk Access reports no available updates.
Diagnostic information
Fusion logs show:
- Successful authentication.
- Successful license activation.
- Requests to Fusion Team endpoints fail with HTTP 403.
- Requests to:
fusionteam/login/v2/hubs
return 403 Forbidden, after which Fusion cannot retrieve Hub information or access cloud services.
Identity Manager appears to work correctly.
I have Fusion logs, Identity logs, and installer logs available and can upload them if needed.
Has anyone experienced this issue or knows how to resolve it?
