3D Adaptive: Collision due to missing stepdowns

Top height of toolpath is stock top. But for some reason the region shown below does not have enough stepdowns. So there's material above the tool that should have been cleared preiviously like in the green section in the below screenshot:

Tool does not actually have this much shank clearance in the necked down section, but this is the collision:

"Ignore Stock Less Than" is greater than the amount of material left in those corners and is also greater than the difference between tool dia. and shaft dia.

I think there's just a wee bit more material left over than .02" even accounting for tolerance/smoothing but; Is this new behavior? Previously Fusion would know it's about to create undercuts, no?
