Trying to model a jacket collar?

So in real life, I've been given a piece of plastic that has been molded around a person's neck. As such, it is a simple object, but with an odd geometry to it which has been eluding my efforts to model it. I'm hoping someone might be able to give me some advice on how to recreate the form of this piece in Fusion?
The width and breadth of the shape taper towards the top at different rates. The sides of the piece are also higher than the center. Photos attached. Ive been trying for days, now, this **** simple little hoop of plastic has been one hell of a brain teaser.
Obviously I don't need the exact "scan" of this object, but to digitally create the form that it represents. Any ideas? Thanks!
