Rectangular pattern aligned with sketch line prevents rotating sketch line

In the attached sketch, I am wanting to change the 4.75" dimension but get a "Failed to Solve" error.  If I edit the rectangular pattern so that it is not aligned with the sketch line then it will allow me to change the above dimension.  Then I can edit the rectangular pattern again to realign the holes with the rectangle sketch element.

I'm assuming this is a bug?

Hi,

If you assign the necessary 2 directions to the pattern, it will work.
