How do I rotate a view a specified angle around the z-axis before making a new named view?

Is there a way to get fine grained control of the camera like this, as opposed to actually moving the part?

Make the Origin Axis visible.  Create a Construction Plane at Angle using the Z-Axis or any other line or axis to the precise angle you need the view.  Use the Look At option in the navigation panel to view this new construction plane.  Save your named view, and turn off your construction plane and Origin.

The problem I have is really to generate the local z-axis to rotate around. My plan was to first create a plane in an arbitrary direction, then to make an axis perpendicular to that plane. But with no success.

 

I'm used to other cad-modelers like e.g Spaceclaim/Designspark where you easily can create a local cs in a desired direction.

Ok, let say I have created a plane like in view1.png. I point out that plane as "look at" and then I want to rotate that view a certain degree like in namedview.png.

 

Note: Just to show my problem, I created namedview.png just by using my 3d-mouse, but what I am after is to be able to create a similar view with exact figures.
