Fusion 360 Template creation and "receiving data" issue

Looking for a little assistance on these recent issues while teaching Fusion 360
This is my set up and formatting so you can get an idea of the layout. The way I am using Fusion 360 in my class is from my P&HCC team hub I create a project for my class and label it CAD 231 Fall 24. Then I invite all my students to join that project under the Patrick & Henry Community College Team Hub. I then have the students create a folder in the class folder with their name. At this point the folder level permission is editor so they can create the folders I need them too. Once they label their individual student folder, I have the make 3 additional folders to stay organized in class. The first is the Graded Folder, Parts to be graded folder, and practice folder. All three of these folder level permissions are set to editor for the individual student named is that the only student that can see their work in a folder all others are set to viewer. If another student tries to access another student's folder it is supposed to be restricted.
My first issue is with folders showing within a project when I go to grade them. In the past all of the student folders show up without any issues loading and I am able to open 3 assignments, grades them, and then move them to the graded folder once complete. I am finding now that I get a receiving data and a loading wheel icon and it sets there for several minutes rarely if ever loading the data. My work around after a quick search online is to clear the cache and resigning into fusion. This helps intermittently and further complicate my grading process. Am I doing something wrong?
The second odd issue is when we are creating drawings from a template. I teach the students how create a drawing template from a standard format we use in the machining program. This format includes adding a tolerance block section and college logo to the title block and saving it. The students then save that template in 2 locations, the first is the to be graded folder and the second is in the top named folder so they can select it to create drawings outside of that folder. My issue is that the template is selected in the beginning steps of the creating drawing process, when it pulls in the template it is missing the logo and the tolerance block table that we created. I have tried changing the folder level permission to have full access and tried saving the template in different folders and nothing seems to help. I do not have a work around for this issue and need assistance in solving this problem.
