this is a ebike battery pack cell configuration, if you give the number of serial cells , the number of parallax cell groups, and spacing between cells, you can optimize the space required for them. while i case less about the groups configuration, (although it would be nice) i do care about the rest...

it's not just a pattern, if you drag the dots around the box the surrounds the circles you'll see them moving around accordingly..

i was hoping to use some constraints along with the rectangular pattern.

the main problem with rectangular pattern is that i cannot create this hive thing you see so easily, it would create diagnoally, 

the only way i could create something like it was create each row in a pattern separately. 

once the pattern is done, all that's left i believe is set constraints on each cells from the borders (because the pattern already has constraints between each cell spacing)

What you can do is work out what's needed in that program then draw it in fusion being with the big squire then adding a circle in the bottom corner draw a second circle above it in line with the first one on the vertical plane then draw a 3rd circle in between the first 2 circle and make it tangent then draw a 4th circle in line with the 3rd one on the vertical plane. the 4 blue circles.

If you make all the circles tangent to each other it locks them in places to each other

but whatever you do don't use a sketch pattern to do it, the pick is just for the visual you would extrude the 4 circles and pattern them.

No, you cannot create a pattern with that many instances and have it respond dynamically to changes in the surrounding rectangle. Fusion 360's sketch engine is not performant enough for that, even if it could be set up with the proper constraints

the problem is i don't want to make them tangent, eventually the intention is to make a cell holder similar to this one, i would then either have a cnc mill or 3d print it ..

one of the problem is that currently my cnc mill will probably be restricted to 305x305 mm cutting area, and my tevo is restricated to 260x220 printing area, so i would need to figure out the best optimal way to of material needed to seperate between cell without fear of it being fractured, right now the space between cells can be up to 1.25 mm, and i have no idea if this is strong enough for ePC, HDPE or GPO-3 plastics.

If you have fusion360 ultimate you can run simulations on what you come up with, I am not sure if fusion standard has the simulation work spaces. 

You set the size of the circle to include a gap then you offset to the next row that will give a gap.

The other way you can do the pattern is only do 3 rows then it's rinse and repeat for more rows, I will do a demo of that doing it this way it be easier on fusion.

Trippy if he works out all the details on the web link the OP posted then just sketched it out in fusion once it's all worked out that's what I was meaning for him to do.
