How would I find the dimensions of the outside shape?

For one of my design projects, I have to recreate a figure using dimensions and a picture given. I have all of the required dimensions, such as the circles and angles, but I'm confused on how I can use Fusion360 to create the outside perimeter of the object. I'm not given dimensions on how high the object is or how long it is from side to side, so I'm confused on how to make the top and bottom curves, along with the left and right ones, without knowing their dimensions relative to everything else.

All of the necessary dimensions are included in the drawing.  Start with the center circle. Add the one of the outer circles. Add the arc at the same end (It uses the same center as the outer circle). Mirror the circle and arc.  Repeat the process for the center radius.  Draw tangent lines between the center arcs and the end arcs.  Add the 6 smaller holes.

You do have the dimensions of these "curves" 2x R15 for example means that there is a radius of 15 mm on the top and bottom.

There are times where it is prefereable to change the linear dimension from the center of an arc to the outside of the arc. So the 50 dimension in the image should show the full outside dimension rather than having to take the 50 dim and add the radius dims on each end to get the overall outside size.

Is there a way to change this. Seems a simple feature which exists in many outer software options.

You can use a Construction Line.
