Getting Holes Fully Defined

Hello,

I have attached another sketch I have been working to complete.  There is a basic rectangle with a lot of holes placed throughout.  I would appreciate advice how to get these holes fully defined.  I am not asking you to do the work.  I would like to tackle the problem myself, but I would like to have a plan before I start doing a lot of additional/unnecessary work.  I am attaching the original drawing and my Fusion file.

A related question:  What do red circles mean?

What "red circles"?

I see a lot of unconstrained geometry - including 4 points over top of each other in the lower left corner?

I see a lot of repeated dimensions???  Never need to repeat dimensions for holes - use sketch points and the Hole command.

I would use the same datum that the drawing used (assuming the drawing was done correctly).

The red circles on not on this drawing, but others I have made.

I'll clean up some of the random points and dimensions.

Use horizontal/vertical constraints on the circles that are in line, then you only need a few of dimensions to place the circles. Use equal to make the circles the same size instead of a dimension on each one.
