I am using Fusion 360, and I want to emboss text on a cylinder. I searched on the website, followed the requirements, but it still did not work, what should I do?

Take a look at the video, it will explain the process and what I think you are doing wrong.

It could be the Type Font you are trying to use.  Some fonts are not recognized by Fusion.  Try a simple Extrude on some text in your font, if it extrudes it should work with the Emboss command.  Another thing to check, if you are Embossing from the Origin Plane in the center of the cylinder, the Emboss maybe is being created on the backside of the cylinder.  Turn the model around and take a look.
