Creating a slope along a circle

Hello I have another question for you. I'm trying to model a travel mug lid and need the top of the lid to slope up towards the siphole while mantaining the radius of the lid. Does anyone have any idea how to achieve this?

Yet another way, if you want to have absolute and adjustable control over the slope, is to make radial lines, then a Construction Plane at Angle for each line, in which a sketch can be made for points that can be dimensioned in plane, which would serve as 3d spline points.  Here's a quick picture to give an idea.
