Can't join two bodies? "There was a problem combining geometry together."

I'm trying to Combine/join the two bodies in my design, and getting an error message. The detail of the error seems to indicate that there is no overlap between the two bodies, when in fact they overlap just fine.

Can anyone tell me why  I can't joint these together? (Design is attached)

I don't know what but there is something wrong with the imported profile. I made a new plane on the inside of body 1 and projected the imported body on a sketch and extruded it. The combine was then successful.
