Can't get circle sketch to fully constrain / Moving Sketches

See attached .f3d file as I have 1 out of 8 sketches that will not constrain.....What am I doing wrong here as I understand constraints pretty well...I thought.

Also note that I created some components and forget to build within that component so I have some sketches nested underneath the wrong component.  Is there anyway to get these moved (I understand how to move a sketch from one component to another), as it won't work for me.

I would like to have the following:

Frame

Top Plate

Hi,

The white dot in the centre means that there is no connection between the circle and the origin.
