Visibility of unpublished markups for Administrators

As Administrators we must have full visibility of all information on Forma. This includes having visibility of unpublished markups on files. If any information has been added but not been published, we are not aware, and cannot validate or flag that the information is complete. Users often forget to publish markups, and without visibility of this we cannot assist, monitor or manage this process.

I think it would be best for the markups to be made public by default, with an options for them to be made private by the user if required? 

I use markups consistently for my own use that I don't necessarily want others to be able to see.
