Problem
Users can currently submit Smart PDF forms before all required participants have completed their assigned actions. There is no mechanism to enforce a predefined approval sequence.
Suggested Enhancement
Allow administrators to configure mandatory sequential workflows for Smart PDF forms.
Example:
Site Engineer → QA/QC Engineer → Consultant → Client
Each participant should only receive the form after the previous reviewer has completed their action.
