Currently, only Project Admins can create issue templates, while Project Members with “Manage” permissions in the Issues tool cannot. This creates a bottleneck, as admins must build all templates, leading to delays in field activities such as punch list execution. Allowing users with “Manage” permissions to create and modify issue templates would improve efficiency and reduce administrative constraints.
