stretching block with hatch from hatch not showing or displaced location

i want to make a block that's a hatched rectangle but i want to insert it showing a thin line that stretches from the thin line to show the hatched rectangle.

example A horizontal line that is 4" in length that when you press the stretch arrow and enter 10', the hatched rectangle is 4" wide horizontal and 10' long (verticle).

It's probably a simple fix but I been fighting with it here.

Post your file/block.  In the file draw a couple/few examples of how you want it to behave and give a good description of what is not working for you.

This shows some options.  The visibility states and double lookup version shown at the end seems like total overkill.
