I created a DB of an ellipse with some text at the center. There is also an elliptical wipeout to hide anything behind it.

I am attempting to make the wipeout expandable but am having a hell of a time trying to figure it out with such limited actions in the block editor.

I've done it with several other blocks using the scale action but that is not working for ellipses. What I need is an offset action. How can I achieve this?

As you can see in image "ELL1" that is an ellipse using the scale action, the wipeout boundary is no longer uniform to the ellipse itself.

In image "ELL2" you see what an offset would look like as opposed to a scale. This is what I am looking for but within a dynamic block.

Any ideas?

There is no dynamic offset action.  That said, you can probably come visually very close to your desired functionality replicating the ellipse using a spline and the method I outlined in this thread:  http://forums.autodesk.com/t5/dynamic-blocks/arcs-and-ellipses/m-p/5787166/highlight/true#M18811.  You could then have the horizontal and vertical distances offset whatever distance you would like.

I was hoping to control it's "offset" using a single grip to keep it all uniform. I know how to do it using stretch with 2 grips and some constraints, was just hoping for an easier way.

You can link multiple stretch actions to the same linear parameter.  Adjust the angle offset and distance multipliers accordingly.  That way you can use a single grip.
