Elevation Block Changes when i save

Hi, I have this problem where my block works perfectly until I save. And I am not sure why it happens.

But could cause big problems for my work.

Any clue of where I should start to fix this? 

is it the block or Viewport or File

Hi , I have attached the drawing, you will have to go to the viewport and "Regenerate All" and "Save" the drawing to see the Feild number change...
