dynamics block stretch problem

Good Morning Everyone, I have a problem with AutoCAD's dynamic block command, when I perform a dynamic block stretch command in the Vertical direction it will be done but the problem occurs in the horizontal direction.

An image is not very helpful to explore what causes the problem. I asked for a dwg file ...  

And perhaps additional you can explain what the block should do, witch functionality you hope to achieve.

Sorry, I still can not understand what the block should do and what you want to achieve. Can you explain with some words and draw an example how the block should look after after changing? Which value or which grip do you want to change, and which geometry shall follow these modifications?
