Cannot create new visibility state
Maybe it is outside of your screen?
When you think the window is active try this:
- press Alt + Space
- press "M" (if you have an english operating system).
- press one of the four arrow keys
Now you should be able to drag the window with your cursor.

I myself just now have had a similar problem: In the block editor of ACAD 2023 (only in this environment) I could not "awake" the Parameters Manager Window. I am not aware of any actions on my part that may have caused this problem. My solution was a "Reset Settings to Default". Perhaps that helps for you (@stanovb) too(?).
