There should be an external database editor available as a side application that comes with Civil 3D for working with a survey database outside of Civil 3D. ie. a Survey Database Manager.
It would be great if Surveyors or GeoDatabase Managers could work within a survey database with the same full functioning capabilities that are available in Civil 3D, outside of Civil 3D. I should not have to install a full version of Civil 3D onto a GeoDatabase Manages computer and I should not have to train them on accessing the database from within Civil 3D. This is overkill for somebody who simply needs to access coordinates or import/export data into the database.
They should be able to access the database and run the same functions from within an external database manager. Similar to the way you used to be able to edit the access database for LDD, but more advanced of course....
