Currently C3D Point File Formats are Drawing dependant, so if you create a new format it is saved in the drawing. This should be saved to an external file that so that the New Format gets created and saved and can be read at any time in any drawing.
Open the file in which you want to put the updated format (while the source file is still open -- but the destination file should be active).
Go to Toolspace>Settings tab. Change the top to Master View.
Expand the source file in the list and find the format that you want. Drag it from Toolspace into the drawing editor. Your file format is now part of the destination file too.
