I have done a search on this and tried a number of things and I am not able to get the results I am looking for.  So I need a little help finding the right button. 

 

In model space the annotation is set to 50 scale.

A paper plot in PS I have 2 tabes for two separate plots.  One 24x36 and the second tab is for an 8.5x11 of the same area.  On tab 1 (24x36 sheet) the view port is set to under properties>misc>annotation is 1”=50’ and Standard Scale is 1”=50.  This provide an OK plot for legibility of the Parcel boundary annotation.  However I have a second view port that I want a smaller text than shown.  However I am not able to accomplish this.

 

 

The second tab (8.5x11) is set to properties>misc>annotation is 1”=150’ and Standard Scale is 1”=150.  The text is to large.  I have not been able to make it smaller.

I hate to be the one to tell you but thats the way it's supposed to work.  If you set your text to 1/8" it will plot at 1/8" no matter wich scale you plot the drawing to, thiat is if everything else is set properly.  The workaround is to scale your sheet//border in paperspace to by a factor to get the desired text size, the scale of your viewport will need to be changed as well.  You would then plot this to fit on a 8.5x11 sheet.
