Alignment won't profile

I have an alignment that won't profile surfaces?  What's wrong, and how do I fix this?

 

Full history: I had an original alignment, which I tried to change, but it was more effort than it was worth.  I then deleted the alignment, and made a new one with the same name.  My other drawings recognized it as the same alignment, which I thought was great (no re-referencing!), until I realized it wouldn't profile.  I have since deleted the offending alignment from all drawings it was referenced into, deleted it from the source drawing, and deleted the entire source drawing.  I then recreated the alignment from scratch in a brand-new drawing, with a brand new name on the drawing and the alignment, but it still won't profile.

I've never heard of an alignment that can't be used to create a ground profile.  You'll need to attach the file.

Attached.  It doesn't have a surface in it, but even if you create a surface, it won't profile.

There are 2 areas you have back to back reverse curves which creates 4, 0 length, tangents. Slightly changing the radii of the 2 interior curves to be smaller, forcing the tangents to be non-zero, allows the profile to function correctly.
