import .csv with attributes and having a point set to a certain layer based on attribute

Is there a way to get civil3d to place data on import based on attribute data and when attribute data is not present it will default to another layer? 

The point file format would be PNEZDAA with the AA being 2 user defined cells.

Hi Jordan,
Can you post your drawing? How do you want each point to get its layer? By what attribute? Do they need to be COGO points? MAPIMPORT can import the points and assign layers by attributes, but they will be autoCAD points or blocks.
