I've created an infraworks model, then imported into Civil 3D. I've pulled up bing maps into civil 3D, and the alignment is terrerfic. Using State Plane NAD83 IVF.
I have a survey. Pulled in Bing Maps into Civil 3D. Using State Plan NAD 83 IVF. I translate the survey onto the bing map.
Then I xref the survey into the first drawing, and I have a translation issue of 16607.40 feet away. I cannot figure out why xrefing the topo into the first drawing does not insert in the correct location. Any Idea what is going on?

Could you mean your xrefing the file into your drawing, and its not matching....
I'd first check the INSUNITS and verify that both files are set to unitless for insertion. That can really send things for a whirl.

Yep. Units are set to feet in the survey file. Change to unitless and all should be good.

OK you need to do 2 things.
Type Base in the survey - this should be 0 (Also where the 16k is coming from)
Type Units and set everything to Unitless in both files for the insertion.
