Did you try this as a new user on the workstation? I fear that something is being retained in your User Profile that might be causing this issue.
If you can try this it will tell us if your profile is damaged. Since I found nothing else in our database regarding similar cases, I suggest the next step would be to wipe the machine and methodically resinstall OS,do all the updates, check all the C++ and .Net, and then a new install of AutoCAD.
Before we go to this most drastic step, let's try the new user. You might also (just thinking out loud here) try installing a trial of 2017 and then see if your 2016 has been fixed. If so, you could then uninstall the 2017.
