Do you have AutoCAD Map? If not, there is a deal going to upgrade LT to Map
for about $2000 in the US. Is it worth the $2000 for one feature?
I have received AutoCAD files, maybe DXF, from people that use Microstation
and they were vector files. I was able to edit the file just like it was
originally an AutoCAD file. The only confusion was that their layers were
numbered instead of named. I had to get a content list to determine what
went on what layer. Of course, a lot of the problem was sloppy drafting on
their part with putting things on the wrong layers.
My point is, Microstation can save as an AutoCAD file. Ask your source for
them to resave the files in either DWG or DXF.

I contacted Microstation and their tech guys said that they did not know of
any way to open a DGN in AutoCAD, they did not mention anything about a
converter.

You want to open a MicroStation® DGN file in your Autodesk® program.
Solution
You cannot directly open MicroStation DGN files in AutoCAD 2002 and later
releases.
To import DGN files through Autodesk Map software:
On the Map menu, click Tools > Import.
In the Import Location dialog box, select Import Type as
Intergraph/MicroStation design DGN, and browse to the DGN file location.
Click Open.
Now my question is the DGN now able to be modified or is it like a raster
image or ole object?
