How to make a cover over an already made drawing

Hello, i have some drawings of some breaking pads and i need to draw a cover and 3D print it in order to spot and verify the markings on the pads. It's for quality verification of markings of the pads, and this cover must come over the pad and have holes in the right position according to the drawing. It's like a tool to place over the pad and see if the markings are visible and positioned right. So i have the 2D model, and how can i make this cover to come over the pads, it's like a helping tool or something? Or i must draw it from scratch? Thank you so much, have a nice day!

AutoCADLT has no true-3D creation ability.

And there is no magical 2D-to-3D tool in full AutoCAD if your desire is more than just an extrude function https://www.youtube.com/watch?v=FCygsJUxzFc
