Autocad 2019 Object scale

I have just installed Autocad 2019. Now having issue with scaling an object using reference points? Using exact same procedure as 2018. I select object, select base point, select reference length but then when I select new length by snapping to another object point it seems to scale to a random point? Can anyone help?

Just realised that the it's only a problem in paper space. Model space works fine?

Have you ever tried ALIGN command for the same match-scale function?
