XREF NOT SHOWING UP IN VIEWPORT
That schedule unlike any of the others is an xref:
Opening that xref file, the schedule objects are all placed onto layer: M-ANN0-NOTE
So you have to make sure that inside the Layout1 Vport that layer is not VP Layer Frozen:
After VP layer Thawed then that schedule shows up:
well, if those schedules are xrefs, then the layer names are all different because they're prefixed by the xref dwg name:
Also be careful on the layer you place those xrefs.
You have most of those xrefs placed onto layer: M-ANNO-NOTE
But that one 25-004 ELECTRIC HEATER SCHEDULE is placed on layer: E-ANNO-NOTE
So you can also end up VP Layer Freezing those Layers and the entire xref would also no longer be seen in that Vport.
So you may want to consider placing all xrefs onto Layer 0 which typically is not frozen.

I put all xrefs on layer XREF, which gives me more flexibility since layers 0 and DEFPOINTS are reserved for special AutoCAD usage.

If you double click in the viewport that you want the table to show, then open the layer manager, find layer xref:25-004 Electric Heater Schedule|M-Anno_Note and it has VPFreeze enabled. Uncheck it. This happened because the layer inside the xref has NewVPVreeze enabled. So when you created a new vp, the layer was automatically frozen.
None of this would have happened if you simply put the table xrefs in paperspace where they should be. Model space is for modeling real world objects. Annotations should be in paper space. (Although some may disagree with me. 😁)

Don't get Layer Freeze confused with VP Freeze.
These are two different columns to control Layer visibility.
In Model tab, only the Layer Freeze column shows up.
But in Layout (whether outside of a Vport or inside a Vport) there's both a Freeze column as well as a VP Freeze column.
Now if you don't plan on using the Vport Freeze feature, then just make sure all Vports in the current layout has all Layers VP Freeze set as VP Thawed. Here's single line of lisp code to do this:

Now all Vports in the current layout will have Layer VP Freeze thawed.

@apanbasu To make sure you see all these Column headings in the Layer Properties window, right mouse click over any of the column headings and select to toggle them on/off:
You can also reposition any of the Layer Properties window Columns by selecting the column heading with left mouse and then drag it to a new location and then release the left mouse button

Is there any circular xref.
Its possible that the Xrefs or overlays are not attached in the new drawing and Xref or overlay is on a frozen or hidden layer, or may only be frozen or hidden in the viewport.
- Attach the Xrefs or overlays: About attaching and detaching referenced drawings
- Unfreeze or unhide the layer that the Xref or overlay is placed on.
