Updating Sheet Components/Legends Across Multiple Files

I'm about to embark on producing a large quantity of Fire strategy drawings for a series of estates, which will require the same legend & notes across all. In the event of needing to make a change, I want to avoid the need to update each drawing file individually.

How can I embed the following type of legend & notes component in a way that they can all be updated simultaneously from a single source?
