Hello Everyone,
I draw a rectangle in modell space, which I copied to Modell space. I created a Viewport, which has the same size as the original rectangle. Then in the Viewport, I used the Zoom-Object tool to zoom to the rectangle. The Viewport has the same size as the rectangle, but the scale is not 1:1, it is quite close to it, but not 1:1. What would be the solution for this problem?

Click on below image to see how by using Zoom ( scale ) you will get the exact and right scale 1:1.
Command: Z ZOOM
Specify corner of window, enter a scale factor (nX or nXP), or
[All/Center/Dynamic/Extents/Previous/Scale/Window/Object] <real time>: S
Enter a scale factor (nX or nXP): 1XP

There is no problem. That's how Zoom, option object, works. - Try it in modelspace, it has nothing to do with paperspace or viewports.
And for usual, it is good this way, but not in all cases.
Bad: If you like to use a workaround for viewports, as you tried.
Good: If you want to bring up objects to the current view, to work on. <- In this case, I am happy that Zoom objects scales less than 100%

If you know the coordinates, you can use Zoom-Window - It's better, but it is possible that this will also miss the scale factor 1.0
Best practice, stup your view target (Zoom Object works well), and set custom scale factor at last.

You can set up a Button macro to use Zoom-object first, following by Zoom S 1
