UCS world is frequently corrupted after manipulating objects in custom UCS

Hi everyone,
I'm trying to hunt down the source of a very frustrating and time-wasting bug I'm experiencing in AutoCAD. I am at my wits end and am leaning towards this being a bug in AutoCAD 2024. Before I give up, I was hoping someone here might be able to offer some assistance.
After making the switch from 2019 to 2024 (2024.0.1 right now) folks in my office are experience frequent corruption of the UCS world. What I mean is that after manipulating an object (seems to happen at random) in a "section" (just a saved custom UCS, clips, etc.) the UCS will nominally still be the same one, but it not longer matches the actual position of objects in the design. I could be manipulating objects in this "section" for 20 seconds or 20 minutes before this occurs, and I cannot discern any single action which triggers it.
Trying to revert to UCS world gives us an incorrect UCS world. The orientation and origin of the "new and corrupted" UCS world are both similar to that of the section we were just working in. To in top-view of this "corrupted" UCS world, all the objects are at some foreign rotation and position. Tellingly, if the UCS is instead set to that custom UCS from the "section" I was just working in, the position/rotation of objects with respect to the UCS now resembles what world should be. It is baffling, as though UCS world and the UCS I was just in seemed to be switched. However, the UCS section does not always perfectly align with what world should be. Why??
I cannot find any information regarding this problem. The only reliable solution we have right now is to save, close the drawing, and re-open it. This happens far too frequently to tolerate having to save and reload. We are unable to work on drawings once the bug happens.
Some extra facts to help explain the situation:
- UCSDETECT = 0
- UCSFOLLOW = 0
- 3D object snap off.
- At least 5 computers with fresh installs of 2024 all experience this issue.
- All 5 computers have been tested with installs of 2019 which are not affected by this issue.
- System variables are loaded from a shared file on network for ALL computers on our network, so it's impossible that it's a difference of system variable values between 2019 and 2024.
- It could be a system variable introduced since 2019, but I have not found anything that seemed related.
- There is no error or other sign indicating something has gone wrong to trigger the issue.
- Oftentime I believe the issue occurs while working with object snaps in this UCS.
- We are not using any custom AutoLISP or otherwise function during the time the bug occurs, solely base AutoCAD commands. We are following the same workflow we used since installing 2019.
- I am looking into upgrading to 2024.1.0 but as far as I can tell, the patch notes do not include any information on a fix or change regarding a similar sounding issue.
- I did multiple dumps of ALL system variables before and after the bug occurs and there is no change in variables when comparing the two lists (did this procedure 3 times, same result each time).
- Trying to reset the UCS world to the true origin and orientation, once the issue is present, seems impossible. As it is corrupted, trying to manually set the coordinates is fruitless as the origin 0,0 is understood as the origin 0,0 in the new world. This has worked a handful of times, however.
- This affects fresh drawings on base autocad templates in 2024, but not 2019. This is not a drawing related issue.
Has anyone experienced anything similar to this? Any ideas on how to identify the problem or fix it would be greatly appreciated.
