I've set SELECTSIMILAR to select objects based on layer name alone but it's not working. It selects objects based on layer and object type.
Same with selecting by colour only. It seems to select by colour and object type.
Any ideas why this is happening?

Yes, I have set the options using Settings. And double-checked by looking at the SELECTSIMILARMODE sysvar.
make sure that your objects have a BYLAYER color.if you want to post some of these objects here as CAD file sample to test it for you in our systems.

What you are describing is the way it is designed to work. By selecting the object, you've already said that you want to select all similar objects. The additional settings are to modify that selection criteria. So, if you want to select all lines regardless of layer, you would tell it to ignore layers.
If you wnat to select all objects on a particular layer, there are ways to do it, but SELECTSIMILAR is not it.
So, did SELECTSIMILAR not work for you either?
It's weird because I've used this command for years and not noticed a problem with it.

It's not a problem. That is the way it is supposed to work.
If you have the same issue, read the message! It doesn't say it is not allowed in Civil,
but in files what saved in newer Civil versions (or with objects from such a file).

I don't understand your screenshot of adesk help documentation,
it can't explain your problem.
But as you can read in this message, what is the same on your side, because you have the same issue,
there is a reason why it won't work.
Q: Do you have the same problem (same message) or not?

The error message in the post you are referencing is quite clear about why it's not working
You also posted a screenshot of a command that C3D may not actually be using, there are two in C3D, here is the difference

So now you have to find out:
1) are you actually using the correct command, and is it worth trying the other?
2) what "newer version application" last touched your DWG file to make this option not work anymore.
You probably should have been posting in the dedicated C3D forum this whole time too, but you opted not to do so. You might not quite get the correct C3D solutions you need here.

Post a sample .dwg with only 2 objects (please delete all other stuff),
what should select by selectsimilar, but doesn't.
I am sure that we can point to this one problem.
