Paper Space and Viewport Properties

I can not right click on the viewport frame and get to the menu that has "propeties".

Did I type an erroneous CNTRL/keystroke that dissablied this?

Please advise on how to get this command feature to work again.

It is imposible to change the scale of the viewport without access to "properties"

It's in Options, Verb and Noun setting but sometimes crashing autocad will switch it on its own.
