Oblique rotated dimensions plotting incorrectly

Hello! I am doing some drawings for work and needed to incorporate oblique dimension text in detail drawings. In AutoCAD, the text appears correctly when looking at the model and paper spaces, and also the plot preview. However, after saving the drawing as a pdf, some of the oblique text changes angels and goes from standing up (isometric left) to lying down (isometric top).

Because everything works properly in AutoCAD and looks like it will save properly, I feel like it has something to do with the actual plotting to pdf. I've tried using both AutoCAD PDF and DWG to PDF when plotting, but neither of these formats fix the issue.  I've attached a few files to show what I am referring to. Any help will be much appreciated!

Here you go! Note that the xrefs point at our server, so you may want to detach them to improve performance.

I know it's been over a year but did you find a solution to this? I'm having this issue right now and can't find a way around it. Thanks in advance.
