Agree, in reference to Inkedexercise 5.jpg there's not enough information to draw those two arcs.
Missing are radius dimension & center point locations.
Also the sizes & positions of all those 21.9 diameter circles surrounding the single 30 diameter circle are assumed to be the same size and at the same 33.5 distance from center point

I think it's missing the location of where the center is for R15 Arc.
You have enough information to find the centerpoint of the R15.
The circle is tangent to R60 and R80 so first find the tangent to R60 by working down from the top.
