Agree, in reference to Inkedexercise 5.jpg there's not enough information to draw those two arcs.
Missing are radius dimension & center point locations.
Also the sizes & positions of all those 21.9 diameter circles surrounding the single 30 diameter circle are assumed to be the same size and at the same 33.5 distance from center point
