Multiple View Ports in Model Space but can't assign unique UCS orientation

I'm using AutoCAD 2016 in conjunction with Fabrication and I'm having an issue with multiple View Ports. In previous versions, I was able to have multiple view ports in model space and assign a unique UCS orientation for each view port seperately. Each view port's UCS orientation was independent from the other. In 2016 release, if you change the UCS orientation in one view port, it effects the other viewports. Is there a fix for this? Maybe some default setting that can be unchecked or maybe a numeric value that can be changed.

Check out the UCSFOLLOW variable.
