I have a sketch on one layer and the layer properties confirm this. If I turn that layer off the sketch stays. If I turn off the original layer I copied the sketch from it turns off. This doesn't make sense.

What you are calling a "sketch" is a Block Reference [or Insertion]. If the pieces in the Block are drawn on a different Layer than the one the Block is Inserted on, but not on Layer "0", then they will show even though the Block's Layer is turned off. But if you Freeze that Layer instead of [or in addition to] turning it Off, those nested objects will disappear.

Since you're treat with a block then it's normal by turning OFF that layer (.working). Only items exist on layer 0 (zero) inside the block will turning off. BUT if you freeze that layer (.working) then you will get the expected result.
