I tried to make changes on my drawing but cad is only allowing me to make changes up to certain area of my drawing. i can only use limited space of my model space in cad. As shown in the attache picture i can only make changes within that areas.I need help.

A first guess: command LIMITS -> Off.

you may have a converted dwg from image maybe or other software , would you please attache here the CAD dwg for testing ?

I agree. You can also turn off limits checking with the LIMCHECK System Variable [it's probably set to 1 -- set it to 0].
