Maybe I didn't explained the issue clearly. I mean how to create a "dwg reference" (XREF) in the current autocad application.

An XREF is a .dwg file. There is no special file format for an XREF.

 

Your questioning is hard to follow.

OneDrive and others simply synchronize files on your hard drive with the cloud storage. Just xref the file on your hard drive and OneDrive will back it up. While you can get a html link to a file on OneDrive, AutoCAD requires a UNC path or Mapped Drive for xrefs. In other words, it has to be a location that you can access through the file dialog.
