For blocks you can create hidden attributes, for other objects (as long as you are working based in Vanilla AutoCAD) I don't see a chance (besides of development of a plugin) to attach something to an object. A text on a frozen layer might help.

You can create a view for any window in your drawing (in modelspace as well as in layouts). When you then create a hyperlink you can address such a view.
