Autocad 2021 Table Style Settings Revert Back To ByBlock

I am trying to set the table style borders to BYLAYER and have the text style set to BYBLOCK.

I make the changes then re-check the settings only to find all settings have reverted back to BYBLOCK.

I have tried to fix this in both Acad 2018 and 2021.

Anyone have any ideas on how to get a BYLAYER style setting to stay in place?

Are you simply saying the BORDERS properties appear to revert back to BYBLOCK in your SCHEDULE table style?
Are you forgetting to APPLY the changes after making the changes? That's done here, read that line:

WOW, Right in front of me.

I thought those were border line toggles.
