Attribute Positions Random & Uncontrollable

This makes no sense whatsoever, why does the attribute just go wherever it wants when the block is in model space and is there anyway to control its position in the model space.

Did you Lock the position of the attribute? click on the Attribute in the block editor. Lock position is near the bottom of the list.

Yes, doing that solved the issue somehow it was set to "VARIES".
For anyone else that comes here, in order to get to the list that you need, open the block editor left click + PR the attribute to open the properties of the object, then you can get to the list that is being referenced to in the comment. It is the correct solution.
